Duties

Help
  • Conducts investigations, including those of a sensitive or special nature.
  • Participates in the administration of Bureau Internal Affairs programs and related investigations.
  • Conducts a thorough investigation of allegations of serious misconduct or criminal violations by BLM employees.
  • Maintains close working relationships with Bureau, departmental, and external law enforcement agencies.
  • Reviews investigations, analyzes statistics, identifies issues and trends, and prepares reports and recommendations for senior Bureau leadership.

  • If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.
  • May require completion of a one year probationary period.
  • Applicants appointed to this position must POSSESS and maintain a valid state driver's license.
  • Duties may require the incumbent to perform irregular or occasional overtime per week. The position may qualify for LE Availability Pay.
  • Candidates under consideration will be required to certify whether they have ever been convicted of a misdemeanor crime of domestic violence. False or fraudulent information provided by candidates is criminally punishable by fine or imprisonment.
  • Must complete a Criminal Investigator Training Program (CITP) or equivalent at the Federal Law Enforcement Training Center (FLETC) within 12 months of appointment if one has not been completed.
  • Driver’s License required – GSA Form 3607 will be required to be completed during the onboarding process.

Specialized Experience Requirements:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement(s); please be sure to include this information in your resume. No assumptions will be made about your experience. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled. To qualify for the GS-14 grade level, 1 year of specialized experience equivalent to GS-13 is required. Examples of work experience include, but are not limited to: researching, conducting and analyzing complex and highly sensitive investigative materials; drawing conclusions, utilizing prescribed investigative procedures and applicable laws and regulations relative to conducting criminal investigations; evaluating facts, evidence and related information for criminal cases.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

There is no substitution of education for experience at the GS-12 and above grade levels.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Selective Placement Factor(s): This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

1. Prior experience as a Law Enforcement Officer carrying out duties involving the investigation, apprehension, and/or detention of persons suspected or convicted of offenses against the criminal laws of the United States. This experience must be documented in the online application or resume with specific to AND from dates (MM/YY), description of work performed, AND hours worked per week.

An applicant appointed to this position must successfully complete or have previously completed the Land Management Police Training Program (LMPT) (Rangers), Criminal Investigator Training Program (CITP) (Criminal Investigators) at the Federal Law Enforcement Training Center (FLETC) or an approved equivalent training program, and must successfully complete 40-hours of law enforcement in-service training annually thereafter. (Note: The BLM does not consider Land Management Police Training (LMPT) equivalent to CITP. While both are considered basic academy curricula and share some common elements, they have distinct differences. The CITP focuses on criminal investigative activities through the continuing case investigation curriculum, whereas LMPT and its sister programs (UPTP, etc.) focus on uniformed police / patrol functions.)

An applicant tentatively selected for this position will be required to complete and receive a favorably adjudicated background investigation clearable for access to Top Secret classified information prior to his/her appointment.

Physical Demands: Majority of work is field oriented in nature and requires frequent travel to any part of the United States for meetings, law enforcement operations, investigations or other program activities.

Work Environment: Work is performed both in an office setting and outdoors with exposure to hazardous and environmentally adverse conditions.

This is a secondary/administrative law enforcement position under the special retirement provisions of 5 U.S.C. 8336(c) (CSRS) and 5 U.S.C. 8412(d) (FERS). While secondary positions are not subject to the maximum entry age policy, the selectee must have prior service in a primary position (3 years of service in primary/rigorous position(s)), and meet the transfer requirement for movement from a primary to secondary position to be eligible for special retirement coverage. It is the responsibility of the applicant to ensure this office has enough information to determine your retirement status to ensure you do not lose benefits (normally through submission of your SF-50).
